Rover, Esq.Shareholder – Business and Real Estate Transactions Since its founding in 1997, Mike Rover has been a shareholder of The Rover Law Firm practicing business, real estate, and construction law. Mike’s clients include project owners, developers, design professionals, construction managers, contractors, subcontractors, material suppliers, and sureties. Mike’s business related services include the formation of California corporations, limited liability companies, partnerships, stock transactions, and transactions involving the sale andpurchase of business assets. Stephen J. Armstrong, Esq.Shareholder – Litigation and Arbitration Stephen Armstrong joined The Rover Law Firm in the summer of 2003, moving to Palm Desert from Walnut Creek, California. Specializing in complex business and real estate litigation, Stephen has successfully tried and arbitrated cases in numerous counties and presently has cases pending in Riverside, San Bernardino, Orange, Los Angeles, San Diego, San Joaquin, Stanislaus, Imperial, Solano, and Sacramento counties. Recognizing his incredible work ethic and passion for the practice of law, The Rover Law Firm acknowledged Stephen by naming him as a shareholder and officer of the firm in 2006. During his legal studies, Stephen clerked at Cooley Godward and McCutcheon Doyle in San Francisco, and Paul Johnson, Park & Niles in Honolulu. Following an outstanding academic career in both his baccalaureate studies at University of California, Berkeley and at Hastings College of the Law, Stephen began his law career in Howard, Rice, Nemerovski, Canady, Falk, & Rabkin’s litigation department where he practiced commercial litigation representing clients including the Oakland Raiders and R.J. Reynolds. Later, he expanded his practice to also represent design professionals and other construction-related cases during his tenure at a boutique law firm in Walnut Creek. Stephen has forged a strong resume, qualifying him to serve the firm’s extensive clientele. His qualifications include:Bachelor of Science, Political Science - University of California, Berkeley Juris Doctor – University of California, Hastings College of the Law Member of the State Bar of California, American Bar Association, and the Desert Bar Association Admitted to practice before all the courts of the State of California and the United States District Court, Central District of California
